Mozilla's Boot to Gecko project is an "early-stage, exploratory project with the goal of building a complete stand-alone operating system for the open Web. It is not a product offering, but if successful, could form the basis for one. We're very early in the project, soliciting suggestions and contributions from a lot of people," according to the press team.
The Mozilla Foundation has created a Wiki for the project, which is currently a part-time project, run by 3 people. According to the Wiki, the team is aiming to create something for mobile/tablet devices rather an a notebook, so that's how it plans to distinguish itself from Chrome OS.
